International Formalities: End of Paper ATA Carnets for Fully Digitalised Destinations

Since September 1, ATA Carnets—which serve as a passport for goods during temporary exports—are no longer printed as a backup for destinations that have fully transitioned to the paperless procedure, namely: Switzerland, the United Kingdom, Norway, and the majority of French overseas territories (DROM-COM). This measure marks a decisive step in the rollout of the e-Carnet ATA system.

The Monaco Economic Board (MEB), affiliated with the network of French Chambers of Commerce and Industry under the customs union with France, invites all Monegasque companies to ensure the seamless digital management of their operations to prevent any delays or blockages during customs checks.

To this end, businesses can rely on the International Formalities team, available to guide them through these new steps and help them get to grips with the paperless procedure.

To guarantee the continuity of their export operations, carnet holders must:

- Use exclusively the digital e-Carnet ATA format for the relevant zones;

- Prepare their journeys in advance and generate their QR codes on the dedicated application;

- Pass on instructions across the entire supply chain (freight forwarders, carriers, drivers, sales reps, technicians);

- Ensure proper onboarding with the tools implemented by the International Chamber of Commerce (ICC).

This measure is part of the launch of the e-Carnet ATA, initiated in June by the International Chamber of Commerce (ICC) and the World Customs Organization (WCO). The system is currently undergoing a global transition period scheduled to conclude at the end of 2027, by which time all countries participating in the ATA network will have switched to 100% digital operations.
